You all need to go to counseling. It's totally wrong that two siblings want to do this together. They are both old enough to know what they are doing is wrong!!!! You need to do something about this now or your daughter will end up pregnant. That's the last thing you need to worry about. You've received a lot of hasty answers because people tend to freak out in our culture if any sort of incest is hinted at. People do not always act morrally or even legally, but no one has the right to bark at you, telling you to take your children to therapy and other such hasty actions.

If your children are close enough as friends to be able to do this (without touching, or kissing one another), then I see no problem. Twin boys will do this, too, at this age. You rdaughter may be comfortable with her body, which, in this day and age, is remarkable.
Also, what is the nature of the nudity while you are at work? For example, is your daugher/son just neglecting to put on a towel after a shower, or are they putting themselves on display for the other? Do they touch each other's naked bodies?
I believe that you need to sit down, get yourself calmed down, and have a heart-to-heart with them. Do not yell, do not tell them what to do, but ask them why they are doing this. Are they experimenting for when they are older? Do they possess feelings for one another? Speak softly, LISTEN, and do not get angry, even if you have to fake it.
To be honest, incestuous relationships happen all the time. It is not uncommon for a brother and sister to even fall in love and live together as adults. Whlie society views this as wrong and immoral, the worst thing you can do is force your teenagers apart or punish them for it, because not only will they do it just to spite you, but if this were to become serious, the last thing you want is to push your children away forever.

Gotta say you really need to sit down and TALK to them. Not yell, and don't punish them. You guys need to all talk about this and find out why they are doing this. There is a reason. Explain to them that brothers and sisters don't do these things. Do you let them out with friends, sounds like they are always home alone together, and aren't allowed to go out. There at that age were sex is about exploring your and the opposite sex's body. You realy need to talk to about this, I don't know what else to say to you.

if your kids were 6 or 7, i'd say try to be a little more lenient on them, but 16 and 17 probably not.
do you allow your children to date/be friends with people of the opposite sex? to me, it sounds like you don't. if not, now would be a VERY good time to start. it sounds like you've basically kept them under lock and key. no matter how hard you try, you cannot repress a human beings natural sexual urges. if you try to, this is what happens. i'm not saying this is normal, because its not. i'm just throwing it out there as a possible explanation as to why your children are behaving this way.
and honestly, do you think grounding them for two months was the best idea? i mean, if them being alone in the house was what got them into trouble, then you just did them a favor by further constraining them to the home.
get realistic with yourself. one of your children will legally be an adult in less than a year, and the other one in less than two years. they may not be mature, but like it or not, they will soon be adults. get them out there and get them dating/socializing with people of the opposite sex. also, get them into a psychiatrist separately.

I'm 16 and ever sence i was little my mom told me that masterbating is normal and being courious is normal experimenting is normal, of course that stuff dosent happen any more sence we grew out of it (me and my sister) You shouldnt punish them so harshly. My mom went out and bought my sister a dildo and tells her to use it insted of boys, let the boys watch porn i guess, explain that it should be done in privet though. My mom is a good mom! These things their doing are ok just not together, try not punishing them, and just explaining it to them. Honistly all they're gonna do if they keep getting punished is do a better job of not getting caught. I'm sure your a good mom!

I'm not sure I even believe your story ... but if it is true ... you're probably coming off to them as a prude. Tell them the REAL reason why it's bad: Each and every time you masturbate using a particular kind of stimulation, you teach yourself to respond to that stimulation, and you also teach yourself to respond LESS well to other things... like real sex with someone you're falling for. Which means, more porn with your sib leads to having to fantasize about porn & your sib someday when you should be focusing on getting intimate with your lover. Sad, sad, sad.

yeah, you should get them some help. people dont just decide one day they want to see their sibling naked, maybe something happened when they were younger that would make them want to do this? i hope you can get some help for them and it all turns out ok.
