I would buy neither, and get a set of Junior Clubs to use for the next year or so. They're only around $75 to $100 for a pretty good set (including bag and bag stand), and a 13 year old is probably going to grow quickly.

It depends how much money you have. If you buy a ladies set, you might grow 7" in a year, and you've wasted your money. However, when I was 16 I was still 5' 2", I'm 6' now. Ask your father / mum's father when the did most of their growing. If they were late developers, then it's maybe worth getting ladies clubs for the time being, if not, just get mens and you'll grow into them.
By the way, you'll be cheaper buying mens clubs and getting them cut down. Also some ladies clubs tend to be light weight and will reduce distance.

It depends. If the kid sucks, you are better off buying a set of junior clubs off the rack. However if he is really good, I would get him fitted by a pro, for a good set. If you get him a men's or women's set, the shaft will not be right for his swing speed. Junior sets are made especially for kids swing speeds. Also remember this, if he sticks with golf for a long time, as he gets better his swing, and therefore swing speed will evolve, and you will have to buy him another set to suit his speed.

Are you trying to raise a man or a sissy? He will do fine with the men's clubs. Don't forget this is a time of transition in his life, don't start him off into manhood by castrating his ego. Sorry that's what this is about. He will out grow Jr clubs with a nice men's set even if you get them fit they can be extended later in life.

go to a golf shop or your local club pro and get fitted for a set of clubs...that is the best way to make sure you ge the right clubs for you...it wont cost that much...the clubs will cost more....your game will be better if you get clubs that fit....good luck

If your teenager is a serious player..Get him a quality set of mens clubs..If he's only playing once in a while...get a quality set of mens clubs...If he plays once in a blue moon...i have some old suckers he can have...

well.....im 13 and i go with men's clubs, but they are just a little long.....but im bout 5'7, so for you, women's set, but if your really serious about golf dont get cheapy wal-mart clubs, i suggest nike driver, taylor made hybrids, callaway irons, (big bertha or x-tour), and oddysey putter. buy your clubs on golfsmith.com, excelent service for the times ive used it...well, good luck...
ive gotta tell yea get those and you'll be set!

i grew up on a small golf course. get jr set for few yrs then when he gets taller get men's set of clubs.

most golf shops like GOLF USA sell junior set for boys, or will custom cut the right length for the shaft.

Get him a junior set. They have pre-determined sizes (shaft lengths.) They can also custom fit him for clubs. Shaft flex and swing weight are all dependent on his swing speed.
