First, take a deep breath. :)

It's actually a fairly easy problem to treat. Take the leash and clip it on her collar. That's it. Don't pick it up, don't try to walk her, just clip it and leave it. Let her drag it around (while supervised so you can make sure she doesn't get caught up on anything). Do that for a couple days until she's entirely comfortable with it dragging. After that, pick up the leash, but don't try to take her anywhere. Just pick it up for a second, wherever she is with whatever she is doing. When she's okay with you picking it up, pick it up again and this time follow her. Again, no pulling and no pressure on the leash - she's going somewhere of her choice and you're following her holding the leash. Once she's okay with that, you can try gently pulling on the leash to see how she responds. Try pulling her towards you while you are holding her favorite treat in the world. Continue to work forward in baby steps until eventually you are walking her around inside, then try outside (you might have to go back a few steps when you move outside).

Another thing to consider is buying a brand new leash and a brand new collar, ones she doesn't have any preconcieved negative connotations with.

Get a short leash- 5 to 6 feet long- and loop it through your belt loop or stick it around your arm. Wear it in the house. Where you go, the dog will go. With time, the dog will adjust to the leash and realize it's not a bad thing. She may be afraid or timid and nature and going out on the leash is frightening for her. If she feels safe in her own home she will begin to feel safe on the leash, too.

Hey....if I had to walk on a leash I would be scared crapless too......I'd walk with it...not on it......(joke)
Anyways, apparently your dog has associated the leash with something it had a bad experience with....so guess what......yuh gotta look back and see what it is...maybe going to the vet....getting tied up for misbehaving......getting tied up for trying to impregnate every dog in the neighbourhood (now that's something to to run from it for).............
So what you gotta do now is either accept the fact that you'll chase that dog everywhere to get that thing on..........or......start making ithe dog'sexperiences with it good.....good luck with that one....tried getting a different leash ?? one it can associate with good times ???
Hope this helps.......

get a 4 foot leash and let him drag it around the house, eventually he'll forget its even there. we started our pup on a leash the first day we got her at 8 weeks old, within a few days she would pick up the retractable leash and carry it around with her (even when it wasnt attached)

have you tried asking a trainer what to do, they may have an idea and let them know from the beginning that you have tied the treat thing and it didn't work.
