Keep it indoors or at the very least away from the dog. In any case, did you REALLY expect the dog to go up to a strange cat and kiss it? OF COURSE it will go for the cat - it's just nature in action.

I have 3 cats and I know how difficult it is to keep them indoors.
1) There are usually leash laws that require owners to keep their dogs secured by a leash or within the confines of a fence. If this dog is running loose, you may want to try making an anonymous call to animal control stating the dog is not tied up and is a neighborhood nuisance or give the neighbor a chance and mail them a letter requesting this first.
2)However, these laws usually apply to cats as well-free roaming cats is usually not accepted by the local animal control.... Most animal control units will leave cats alone AS LONG as they have a proper ID collar on. You need to make sure your cat has a reflective, break away collar with ID tag on.
3)As long as you continue to let your cat go out, this will continue. If you can build a outdoor cat run which is fenced in, your cat can enjoy outdoors without roaming about, teasing the neighbor dogs. :) They offer free-standing variations now days that don't require a lot of work. This is the best way.

Well maybe you should keep her in your yard. Unless the dog is coming into your yard and bothering her, then I would call the animal control and have them pick the dog up or tell the owners that if they dont keep their dog in the yard you will can animal control. But if your cat is roaming free the dog might just be protecting its yard and that really isnt the dogs fault. Maybe you should make your cat an indoor cat so that way there is no chane the dog can bother it. Well I hope these ideas help. Good luck

Swiftly kick the mutt in the nuts, or show you're cat a local street map so it can learn to take a new route ha!
Lets face it a cat is lower down the survival chain than a dog unless its a lion, but a domestic cat will always be intimidated by a dog, it either retailiates which has been known to happen or the cat needs to stop crossing it's path; as for the dog recieving a swift kick I was only jesting dear reader. (sorry dog lovers and RSPCA officers)

Why would a cat be bothered by a dog down the street? You aren't letting her outside, are you? If you are, then the solution is easy; keep the cat inside. It's the only responsible option.

simple answer you cant it in their nature
cats can out run and out menuver and out climb most dogs and rarely get hurt by dogs,
dogs protect whats theirs and a cat is a food/ hunter rival also dogs will chase anything that runs when barked at. So you cant do much your cat will have to learn for itself (its a survival thing if your cat doesn't learn these vital skills while young it will be more dangerous for the cat at an older age).
fact most out door cats get killed in their first 2 years because their still learning things in there environment. But very few get killed after that time as they gain knowledge to survive an environment.
after this 2 year the biggest cat death is house cats that have wandered outside as they have not learnt skill to cope in an outdoor environment.
the next biggest killer happens with a change in a environment.
all cat need to learn an environment so anything unknown can kill them unless they learn to cope and avoid it.
often you cant train the cat often it has to be self learnt
but cats are a clever Creator
a basic fact in having a cat.

Poor kitty, does your cat keep going into the dogs garden? if so then its really kittys fault, but if the dog is running loose then you should have a word with the neighbour

cats have a routine especially male toms even if they have had their bits removed
every time they go out they go round the same route marking their terrority
the only way to combat this is to follow your cat & scare the dog by soaking it with a water gun & shouting at it which I don't advise
it will sort its self out the cat will learn to avoid the dog

I'm afraid there's not much you can do. That's between them. We once had a siamese cat that 'owned' our neighborhood. Unfortunately, we went on vacation, and she refused to be taken elsewhere to be cared for. When we got back, our neighbors explained that three dogs had attacked her while we were away. She killed one outright, and another was damaged badly enough that it had to be put down. Unfortunately, she was also killed in the attack. But at least she made a good accounting of herself.
Damned cowards. Three against one?!
