Yes, You certainly can install ceramic floor tile over vinyl floor tile that is well bonded.
You need to purchase what is called "metal lath" That is available in sizes 28 inch wide by 120 long. costing about $7.00 each at your local drywall supply house. It comes in Galvanized steel and is thin type perferorated metal. Looks like screen only much stronger.
Staple that metal lath onto the floor using small steel staples at about 8 inch apart in any direction. Then use a normal tile underlayment fortified type and a sand type grout.

The vinyl floor is far too flexible. The tiles would crack if you did that. Remove the vinyl. Put down some levelling compund. If you are putting tile on make sure that your sub floor is solid and that there is enough support for the weight of the tiles.

i would not advise it. eventually the vinyl breaks down and it will do uglies to your tiles. with any type of hard floor it is better to remove the old. The glues and cements that are used for the adhesive need a good bond, to the tile and to the undercourse. which you may not get on vinyl. and when the glue bonds breaks under your orginal vinyl the vinyl lifts and know you have one of the uglies bearing its face. all tht money and time spend on the tile is down the tube, spend the time and money remove that old floor see what is underneath it scrape it clean then use floor leveling compound then lay tile down. good luck

Yes, as long as the vinyl flooring is smooth. We did it in my kitchen. It looks great and we've had no issues.
