Since it's your buddy's secretary, you should tell him and let him address the issue. If he doesn't then it's really his problem. (he might like it or just be too embarrassed to address the matter, if he has a secretary then he should be able to address her about an office matter even dress code.)

Do you have a Human Resources Department? I think it would be best to contact them about inappropriate attire and let them deal with it. You might be accused of harassment if you say something to her directly.

Overall it sounds like she's dressed for the nightclub not for the office.

I think I would say something to her but don't be rude she my not know...... or she does either way you don't want to upset her right before a meeting that she will be at.
