Man created hell. Just like he created Satan and God.

According to most theologians who do not take a literal interp. view of the Bible, Hell is not so much a physical place but a state of being that is totally apart from God. The Bible and Tradition illustrate a physical representation of this. Really, beings (people and angels) create Hell when they choose to be apart from God, who created the possibility of Hell when He gave us free will. So I guess my answer is neither, since Hell isn't really a physical place.

Satan

God created hell for Satan, not humans. But if you let Satan influence your life to be blinded by God, then guess what you go with him. Saran knows he's doomed already, and so his job is to bring down as many humans with him. Becuase Satan hates you because Christ came and died for you and he knows that you have a redeemer, he don't. So he's outraged by that. Shame the devil and make God your God, not Satan.

God created hell initially for fallen angels such as Satan.

God created Lucifer who rebelled against God, In placing Satan in the place of ultimate confinement God chained the fallen angels that fell with Him there as well though all of them are not there yet, but one day will be chained there forever. In doing so, Hell became a place of torment, not by design but by what it was, a chaining away from the source of all goodness, the source of light, source of all fellowship, communication, life, love etc. Heaven is the place where God dwells in unadulterated form and in all light all holiness all glory, God in his compassion placed Hell at the "outer limits" of all things. Chained away from God Hell becomes Hell, it is a place of torment.

This is one of the questions that "leads people into heresy." If God is all-powerful and all-knowing, explain the rebellion of His angels, and the fall of man; the existence of evil, and the necessity of hell.

If God is God, He must've created angel and man with the seed of their "rebellion" already within them; He must've allowed evil to exist and sins to be committed, apparently merely for the pleasure of punishing them; moreover, He must actually participate in every evil act Himself, since He adheres in all things at all times, and by definition nothing occurs without His foreknowledge, consent, and authority. Satan himself must be a part of God.

God created it

"God created it and cast Satan into it. "

Says the answerer above.
What a jerk. I mean wasnt Lucifer (allegedly) his great buddy since before time began? Talk about a stab in the back. Well I guess the entity you worship has cast about a hundred billion souls to hell since then so why not.

If that entity created hell then he also create all the unspeakable horrors which hell contains....Twisted....

"Hell" is not really a place. It is a state of existence for the soul. "Hell" is the eternal existence of the soul away from the loving, caring, and compassionate presence of God. People who have turned their backs on God and have excluded Him from their life in this life will exist without Him in the next life.

People create their own Hells.
