During the cold war we developed a weapon called the neutron bomb. This was a nuke with a low blast but very high radiation yield, designed to kill people but leave buildings intact.
Where are they now.
We could pull our troops and allies out of these crackpot countries, use the neutron bomb, decontaminate then go in and grab whatever, or even colonise some of these places with our own people.
Multiple benefits, rid the world of these maniacs, stabilise the regions, and reduce the world population.

Hey we nuked Japan twice remember, we've done this before we can do it again.
China would get a cut of the Oil and would back us against the soviets ( who would use it as an excuse to do the same to Chechnya).
No one in the west or Europe gives a fig about the middle east apart from oil. We have been trying to get rid of them for centuries, now's our chance.
