It wasn't a consulate. That's just some manipulative bullcrap the media said in order to turn public opinion against the US and for iranian terrorists. What happened is, the iranians sent over military personnel to Iraq hidden as part of a diplomatic mission. They created a base away from the consulate where they could train terrorists and organize and pay the many mercenaries iran is bringing into Iraq. They got caught.

In general whole territory of any embassy or consulate is considered as the territory of the country in question and is under special protection of the receiving country, but as other people here are explaining it was not an Iranian consulate.

Even if it was, who cares? Back when Iran's President was just a college student he led an attack on the US Embassy in Iran and took accredited American diplomats hostage for 444 days.
