It would depend on the type of bomb & how it is constructed, the type of triggering device, how it is armed, etc. There is no standard way to dismantle all bombs. The fundamental components of bombs are explosive material, an ingniter (blasting cap, electrical detonator, etc.) and a triggering device. To render the bomb safe you have to either separate the igniter from the explosive material, separate the igniter from the triggering device or disable the triggering device (removing or disconnecting the power source or interrupting the intended mechanical function) .
