I think it depends on the rice cooker. I have the top-of-the-line Zojirushi, and the only difference between quick and normal mode is that the quick does not do the pre-soak. That seems to me like the normal cooking mode on mine uses more electricity since the rice cooker is on while timing the soak.

I dont know it is better to soak the rice first as this halves the cooking time anyway.lindsay

Well it MAY consume more electricity but YOU WILL consume more rice if you use that function.
