I went into the US Embassy here in Phnom Phen, Cambodia to have additional pages added to my passport. They wouldn't return my passport to me, said there was a problem, that I should return tomorrow. Here I am in a foreign country with no passport. What's going on? They said worse case they would issue a passport which would only allow me to leave Cambodia. Can they get away with this? Who should I contact for help?

try contacting the American embassy near the city that issued it to you . call Someone in the states .good luck to you and god bless !

As a general rule, Passports are owned by the respective government which issue the said document.

I hope you have a copy of your passport with you.

Generally it should be fine being without passport for a day. I don't remember carrying my passport around when I was in UK ans US.
