First of all - A great question by a concerned Indian. Top civic priorities should be as follows:

1. Total Computerization of all land records and biometric attendance systems for all municipal staff including the commissioner.

2. All receipts to be computer generated and citizens charter to be displayed in English and Local language.

3. Monthly meeting on a 2nd Saturday between all wards members and the Municipal staff headed by Commsr.Minutes and developmental activities to be circulated wide newsletter to all the taxpayers in the municipal jurisdiction.

4. Mandatory to keep out by law -people cannot contest elections in municipal or gram panchayat level who have more than 2 kids- apply this law seriously. Any person with criminal backgrounds and FIR pending in any police station cannot contest any election.
5. Salaries of the Municipal staff to displayed on the notice board and contract workers to be given regular appraisal /month end. Do not employ anyone on govt recruitment but employ all on outsourcing basis in order to avoid unnecessary strikes.

6. Every quarterly balance sheet of funds and yearly audit to be sent to all taxpayers.

7. VERY VERY CRITICAL FOR ACCOUNTABLE FUTURE INDIA - All the presidents/secy's of their respective colonies to form a federation under their Municipal name and support the municipal staff in keeping the works under check, rooting out corruption, managing funds properly, keeping out outlaws, most importantly this federation should be non religious and non political body and this should be accountable in every pie spent and avoid nepotism from every angle.

8. An Indian parliament costs Rs17000/second, 545 MP's sitting in parliament for 5 years costs the INDIAN TAX PAYER - Rs855 crores .Every M.P.is allotted Rs1.25 crores under M.P.Lads scheme .Now my dear friend , don't you think accountability starts from your house , your colony , your ward/gram panchayat member, your corporator, your M.P..M.L.A.

9. Now let me ask you, do you know who your MLA/M.P./Corporator is...?

Can I be an honest Indian, Tell Honesty to my kids and now you will say THIS IS IMPOSSIBLE- pal, I heard of some chap who managed to give freedom to India be believing in ahimsa at a time when people were sacrificing their lives left right and centre and great guy he was he delivered the goods- he got freedom for our country .It will be insulting him if both of us do not know his name

Planned development is the need of the hour.
That shall cover everything.
There is only chaotic administration, Lack of awareness and corruption.
Improvement in these sectors would result in development.
