Ok ... they sell these tiny keychain universal remotes ... purchase one and it can be easily concelled in hand till needed, I got mine for $7.00 at a local drugstore around xmas last year. I use it to change channels at the local bar..It works !

Since this is a community area, other tenants seem to have as much right to usage, unless they are breaking the rules established by management. The only possible recourse I see is perhaps approaching management about setting a schedule, either a schedule for individual users to set up times for the equipment or a schedule for "types" of users and their preferences. However, if this tenants use of the facilities is a problem for enough of the other users in the community, perhaps management could be persuaded to take action such as moving the television to a ceiling mount where users don't have immediate access to changing volume or channels, and allowing that control only with the approval of the management. This really depends on many circumstances. If you are talking about a member of the fitness center that has a TV , in the center that is too loud, you can go to management and ask them to deal with the problem. If it is a neighbor, in their own house or business, you will have to check on local noise ordinances.

Well, you could complain to the manager. You could hire some big guy with no neck to break his leg.
Or you could just wear headphones or ear plugs. Or you could even try to go the the fitness center when they're not there. This is one of those situations where I don't think it's even worth your time to worry about. Find a way to work around it and move on with your life.

I'm surprised the fitness center doesn't have a system like the one down the street from me---you can't hear the TV unless you either bring headphones or rent them at the desk. I'd definitely talk to a manager about it.

The community center must have a manager. Complaint to the manager. If the manager doesn't listen, fire him, and bar the tenant from the center.

for the time of warmer months I set the quantity way up on Channel SKY 743..that's a 70's R&B (non-end) song channel. I open my terrace doors so Mrs. Pietrobelli can hear it too. She's my 80+ neighbor female who enjoys my song style...you ought to work out her attempt to ballare...it quite is frightening, yet lovable.

Since you politely asked him/her to lower it, and he/she won't adjust. The best thing to do is to request a manager (community) to sort it out.
If you don't want to do that, perhaps adjust your exercise schedule to a timing different of the tenant's?! I know that maybe annoying, but at least you'll be able to workout in peace if you don't want to get another person involved.

Some would inform the manager.
I wouldn't. If I asked someone nicely to turn the volume down, and they refused to do so, I would turn it down for them, then look at that person, and say "thank you".
