What a cool question. I would like to give you a proper answer for this question but I have never been in, nor worked with the British SAS or the FFL. But lets see.... the french are never tough so they are out. And the British still think the sun never sets on thier empire so I guess they are out. Which leaves us with the Rangers Seals and Mossad.
I served in the Air Force Special Forces and worked closely with the Rangers and the Seals, and I was trained by the Mossad for anti-Terrorism while serving in the US Military so I guess I would have to say that the Mossad training program was the hardest. Not only because of the physical rigor of the training but the requirement to know the names and faces of every major terrorist in the world.

Being around the British SAS and knowing of others who have jointly trained with them, I would say that they are the toughest and the best there is. I have my reasons for saying that personally, but when you have those in the American Special Operations department sharing in that opinion I would have to say its true. Of course that is not to say that the others aren't tough. However, keep in mind that this is as an organization and not on an individual basis. There is a lot of joint/cross training that goes on between these "special" groups from different countries and they ALL share certain traits with one another.
Anyway, the British SAS is the best there is. My opinion.

SAS have it pretty tough, I understand, but I don't really -know- their training, so I can't really comment. I can say that the Royal Marines have it pretty bloody hard; they're expected to master several disciplines (amphibious, arctic, mountainous terrains in particular, and, more recently, desert as well, it would seem). I would say that British training is more arduous than most, but, then many of the special forces units in the world were initially trained by us - so it's hard to tell.
I would say either Mossad or the SAS have the toughest training regimes, simply based on their performance as compared to say the Rangers or *snigger* Delta.

I would have to say the Navy Seals. This being as I was in the Marines and know first hand the training they go through. And the Marines being under the Department of the Navy I know that the training is in the same line as the Marines except I will say it is most likely somewhat tougher.
