a tool literally means something that you use. therefore, when a person is called a tool as an insult, it means that they are someone that people use. for example there is a girl at my school who is horendously rich, but no one actual likes her because she is a joke and really annoying. but a lot of people pretend to be friends with her because they want to benefit from her money (ex. for her birthday party she took a group of ten girls in a limo to a restaurant that costs $75 a head, and bought each girl a $20 lipgloss in a store that we passed on the way to the restaurant). she is an example of a tool

If you mean when used the word "tool" is used as a insult or description of a person?? A "tool" is usually a guy who is obstinate and a idiot with asswhole like qualities. They are usually know it all types who are general lazy and live with their old mom's well into their 40's .He may or may not be aware that he is a "tool" though it might just be his personality.
