Full scale would be totally out of control without any semblance of order. There would be no business being conducted, no transportation, a severe lack of communication, a torrent of bloodshed, crime would be rampant, murder and rape occurring unchecked, people would be scrambling for a place to hide, no one would trust anyone else, food would be in scarce supply. The fruition of the idea that one day Iraq will be settled and have a stable governing power in place is perhaps decades away. Anyone thinking otherwise is merely full of self delusion including but not limited to Mr. GW who most likely is still just trying to secure the oil rights as agreed (75% US control of production) and save face in this political debacle.

Iraq IS at civil war.
There are two sides.
1) The Sheites
2) The Sonni Muslims.
The Sonni Muslimes supported Saddam and the Sheites hate him and now that the government is badly instigated, it means that there is poor control over Iraq.
They both want full control and feel that the political system is unstable enough to achieve it.
It would consists of riots, car bombs, hostages and large scale destruction.
Since most of these people are arms, there would be a lot of bullets going off as well.
It is like having the British and the Germans in the same country in World War 2 and tryingt to get them to work together.
You have to be having a laugh.

You only see what I see reported. Iraq is a large country. I see the terrible scenes that are happening around the Baghdad area.
If this is typical of all the cities throughout Iraq then I guess the media observers are making a correct assessment. If it is not typical then it must be concluded that they are exaggerating the situation.

this is civil war already,the USA don't want you to know about it.
This is the only war where journalists cant report freely because
westerners are killed or taken hostage on sight,so all press is
taken around the country by the occupying forces.In Iraq the
only free press are brave Iraqi freelance journalists so the
stories are censored.

Our Civil war, which I would consider full scale, and by the way was less than 150 years ago, looked like this: 600,000 (six HUNDRED THOUSAND) dead in 4 years.
