In general way yes, that is the average man has better reflexes than the average woman. But you can be in front of an outstanding woman (as an athlete) and she’ll easily surpass you. This is a reason why men a women are separated in Olympics competitions to assure equality and doping (taking masculine hormones) is punished.

no, if you are strictly speaking of reflexes, i would say fencing would be an excellent scale by which to judge, and the current fencing olympic champion is a woman. reflexes can be honed, however, so a person lacking in fine reflexes can practice to his or her satisfaction.
