im a 19 year old girl with a lot of bagage. why cant i find a guy who understands my past and that what happened to me was not my fault.

For a start it`s not really fair to call it baggage(I know it`s a loose term), many people can`t get their head round having someone else`s kid(s) as their own... In my view as long as you accept that not everything`s perfect or goes according to plan for everyone you should`nt judge a person by the things in the past. Likewise if you love the person in question should you not extend that love to the kids they have. Life is too short to worry about the past and what counts is was kind of future you have. Don`t get too hung up on what people think/say, you have a right to live how you see fit... hang on in there and keep your head up you never know what the future will bring.

I'm going to take a guess and say that you show him what is in the suitcases within the first month or two.
Often times that is very overwhelming! As much as you are desperate to have him understand and listen, try talking to a good friend or a councillor instead. You don't want to scare him off... I know people with plenty of baggage who have been able to be with people in decent or great relationships.

You seem to be treating your new boyfriend as both boyfriend and therapist (2 roles in one). How about just having fun with any new boyfriend and discussing your past issues with girl-friends only. The advice from online dating services is not to bring up old relationships for a start and even later on, keep any discussion really brief. It just causes a new boyfriend stress, raising issues that he can't practically do anything about.
