Now that's really an interesting question. I imagine the answer is unique to every conflict in hisotry. The war is usually over when the hostilities cease. Usually, there is no "winner" of the war in terms of what a nation wins, gains versus loses.

Remeber, North and Ssouth Korea are still technically at war. But South Korea was clearly the winner of that conflict. In the case of WWII, both Germany and Japan formally surrendered, but Italy sort of just "quit" siding with the Axis powers and kinda buddied up to the Allies. When you compare Germany's economic conditions after WWI and just prior to WWII to their status 5 years following the end of WWII, they came out of it in better shape. We on the other hand, accepted their surrender, but then we were cut off from half of Europe for the next 45 years, and moved straight into another war - the cold war.

Don't imagine there's any one simple answer for any of the modern wars. There are rewards and loses, both anticipated and unanticipated as a result of every war.

Anyway, the official anwer to when is it over - is when one side loses the will and capability to continue fighting.

The winner is the one receiving the instrument of surrender, signed by the opposing side.
My personal opinion is that no one wins a war. Everyone winds up burying their dead, rebuilding lives/property, and putting their national economies back in order. Really sad to me....

In the past, generals from each side have met & signed documents declaring their surrender. That's for typical wars though. If you are refering to the war on terror, there will not be a clear cut day that we can say "Yep, we won that one." It'll be an ongoing thing...

Usually there is a cease fire first, and then they either perfect that in a peace treaty or go back to fighting for awhile, then do another cease fire, etc. It's over when the peace treaty is signed.

when the loser comes out of their fox holes waving white flags and their countries turn into great democracies like Germany and Japan. There have been no winners since.
