You need to tell the group what length of race she wants to run. If she is running 100 meters, the answer is very different than if she is running 5K.

mathematically, you wont figure it out if i solved your question....too long. theoretically, i would say we need to know her height in general and her feet length too. this will help us to get her stride length. then we have to know her weight and stamina endurance. because more kilos, more muscle energy required, less speed. so we cant tell the speed of a girl you have in mind because 13yr old girls are different shapes after all.
