Use Firefox. U might be wondering whats the big deal about it, well for one it is faster. its more customisable as well.
There is an add on called fasterfox for mozilla firefox. this will increase the speed further. both links are provided.
firefox can become a complete substitute for internet explorer if u get the 'IE Tab'. this will enable u to view pages that r best viewed on IE while still using mozilla firefox.
U will even be able to use Microsoft update which is not usualy possible when simply using firefox or any other web browser except for IE.
Firefox comes with various other add ons such as app to download music from websites such as youtuibe n google video. they cann all b integrated in firefox.
u shud try downloading it. its worth it. some links r provided below...
i hope u enjoy firefox as much as i do. there's a whole lot of people out there who wud praise firefox hands up!

Get a faster computer and web pages render faster. If your latency is really high for some weird reason then it's going to effect you, but this is a rare problem.
Try pinging some server like yahoo.com and if the response time is above 100ms with broadband then theres usually a problem. That number may be bigger for dialup
Typically download bandwidth will improve surfing speed because you are able to transfer more data at one time.

Increase your machines capability (will improve by 5-10%)

Increase the bandwidth of network ..get bigger with higher broadband speeds from 1-10 Mbps (100% will solve ...will improve as per the bandwidth)

Improve the webpage caching (search on google how to do this ..improvement upto 15-20%)

You could increase your surfing speed by visiting sites that is more important. For example, if you are going to research for some specific topic, visit only the sites which is appropriate for that genre. Don't get tempted by visiting sites which is not important. (you could also lessen your time by visiting sites which don't contain lots of medias that requires loading and downloading.) Hope this helps. :)

download speed can be optimized by increasing packet size

but surfing speed can not be optimized

it can just make you think that surfing speed is increased

but it will be same at most

Increase Broadband Speed
Increase 20% of broadband connection (Essential)
Microsoft reserve 20% of your available bandwidth for their own purposes
(suspect for updates and interrogating your machine etc..)

Here's how to get it back:

Click Start-->Run-->type "gpedit.msc" without the ""

This opens the group policy editor. Then go to:

Local Computer Policy-->Computer Configuration-->Administrative Templates-->Network-->QOS Packet Scheduler-->Limit Reservable Bandwidth

Double click on Limit Reservable bandwidth. It will say it is not configured, but the truth is under the 'Explain' tab :

"By default, the Packet Scheduler limits the system to 20 percent of the bandwidth of a connection, but you can use this setting to override the default."

So the trick is to ENABLE reservable bandwidth, then set it to ZERO. This will allow the system to reserve nothing, rather than the default 20%.
Works on XP Pro and 2000.

clear the cookies and unwanted offline files.go to internet options in toold and u can do that.do it periodically
