i would like to go to Ireland & hire a Gipsy horse drawn carvan to tour part of Ireland.

yes in a place called Anascual co Kerry and then you can holiday all around the Dingle peninsula its fantastic, I've done it.

You cannot be serious ! Ireland has come a long way from that. It is a wealthy country now.
I don' t know of anybody that does that but I know Ashford Castle (Reagan stayed there) in County Mayo does have a horse drawn cart for tourists (the same one used in the film The Quiet Man with John Wayne).

I'm from Ireland i've never done this myself but I know you can do it. Check out the site below, but there are loads that you can choose from.
