Could a bounty hunter bring back an American citizen living in a foreign country who's got a U.S. arrest warrant on him? I suppose this is kidnapping. How would the bounty hunter get him on the plane and through customs?

Some countries allow it, some don't. For instance, Dog Chapman went to Mexico to get someone, but he got in trouble for it. However, other countries would not have a problem with someone coming to pick up a US criminal.

It's supposed to only be done within the country. Although, it depends on the relationship between the 2 countries. Didn't you hear of the scandal about dog the bounty hunter recovering a fugitive from Mexico? He almost went to prison for it.

If a criminal doesn't make his appearance in court, then Yes, I suppose the bounty hunter can track them down anywhere in the world. No, it's not kidnapping. A bounting hunter has every right to get the bad guy and bring them to justice.
