Dark from what?
Do you mean that your lips are dark blue in colour or a deep red?
This canm be a genetic phenomenon rather than from smoking, unless you have emphysaema and your lips are blue from lack of oxygenated blood. Consult a physician

yu can use vaseine longterm
or go for plastic surgery
there is not much chance though

Smoking does not turn your lips darker..Otherwise mine would be black by now...LOL... Maybe they got darker with age, I dunno, but I do know everyone i know who smokes have normal lips!
