I don't know if it is the "best" that depends on the person(s)/situations, etc., but, how about going to Tiffany's and buying a charm bracet with your wedding date inscribed on the back of the heart charm? It takes about a week, and a little over a hundred bucks, but something she will always have. For him, a nice watch, you can have that inscribed on the back as well with the wedding date.

Google "wedding aniversary" and check out gift types. I think 1st anniversary is paper. Does your spouse read? how about wallpapering a room? Subscription to his/her favorite newspaper/magazine?
