my computer crashed on new years eve. Now I have lost all my photo's on picasa can anyone tell me how to retrieve them

I would take the PC to a repair shop - there are special programmes experts can use to retrieve lost data like this, but I would take it as soon as possible before the information for the pictures is written over by new data. If you don't know how to do it yourself I would not attempt to try, perhaps you could do a course so you will know in future.
