most people say its manila but if you follow the rules of where the seat of the government is i would say it the whole of metro manila wherein its composed of almost 10 cities and a lot of different localities, their congress is located in quezon city, the senate body of the bicameral congress is located in manila, the president's residence is located in manila and most of the different branches of government offices is located in quezon city. quezon city actually is the proposed capital of the country but for whatever reasons it is not officially so, philippines is a very, very beautiful country and the people are the friendliest people you can encounter in your trip but their politicians and most of the people that is working in the gov't. are the most , sorry to say stupid and self serving people in this planet... i did visit the country a couple of times and i really enjoy it immensely and don't mind coming back except for the people who are working in the gov't and the politicians..they are all crooks and should'nt be in the positions where they are!
