How to upload VCR tapes to my PC?

I have some old family VCR tapes which I want to upload to my PC, edit and then make DVDs. I don't want to go to a mega expense in terms of H/W, S/W. Does anyone know of a cheap solution or whether any firms are around which provide this service at a resonable cost? Thanks and a Happy New Year to you all.

If you're in the UK, Boots do this, but for £20 or so a 2 hour tape. Not sure if you think that is reasonable or not.
