This is sometimes the dust from the teabag/tealeaves after it gas been brewing for some time. It rises to the top and then sits at the top of the cup. It wont hurt you, just stir it and enjoy :-) It may also be your water type or scum from limescale in kettle, make sure you clean kettle often.

If you're talking about minutes it could be just parts of tea leaves. If its been hours then you have the beginnings of life in it's simplest form. When foodstuff is subject to air bacteria begins to grow. When enough if accumulated you might see a film-like layer on the surface of the liquid. At that point, it would be in your best interest not to drink it.

clean the tea pot. Fill it with water and put it on the stove. Put two or three good table spoons of washing powder in the water and bring to the boil...simmer for a while until the pot is clean..rinse before use.

Probably calcium build-up in your kettle or teapot.
You can clean both with a mixture of vinegar and water then rinse thoroughly. That should get rid of most of the scale.

Because of hard water and the build up of Lime scale in your kettle. You can by products to get rid of your limescale in your Kettle.

Use some white vinegar this will fix it :) and get most of it off the coil. Just pur in the vinegar and boil it.

its calcium build up from boiling water use a denture cleaner boil that in there with some water that will work wonders.
