It depends on your immigration status (or lack of) actually. Driving licenses in California were tied in to Social Security numbers recently because it was discovered that many people who were just visiting the States would go in and get a license made and then go home and forget all about it for years and come back and try to renew it. I would also make sure you have cleared all outstanding tickets, warrants, what have you before you go in because the DMV WILL CALL THE COPS ON YOU !

Yes. You have to take the eye exam if for no other reason.
