Can I delete these Uninstall files?

A bunch of hidden files in my c:\windows folder named $NTUninstallKB568483$ and things like that. Can I get rid of these? Please don't answer if you don't know what you are talking about.

I was going to answer, but I only have 15+ years tech support experience so I am not sure if you would consider that knowing what I was talking about, sorry.

i am going to tell something files in windows SHOULDN'T be deleted and dont delete this file it might take effect when you want to uninstall windows components.
