Emulation software is perfectly legal as long as you have the original game discs. For Playstation emulation you probably also need a copy of the BIOS ROM, which is harder to get legally but not impossible.

but best Emulator for PSX games is EPSXE which is available to

all u need it just download emulator and configure bios and plugins and run game, if u configure it perfectly according to your computer's configuration u will get better results than Sony Playstation,
just one this u have to do is search bios for playstation.

U can Use a software called Bleem. Install it and just Insert the CD on the CD-rom and Just Play. to find Bleem just go to Google and enter download Bleem and Enter.

but go for websearch or google and type
"free playstation emulator windows download "
and get that..
my advice...
emulator provides key configurations that are worst to use and user friendliness of joystick is not got...
also quality of emulated games are 90% only...
play PC games in pc...its digital high resolution and crystal clear
PSP games are meant for Analog TV...output and quality of display will be always low
