I believe there are fondue chocolates. These are specifically for dipping, but I don't know if they have to be heated or not. You can probably check at a grocery store.

Best Chocolate For Dipping

Syrup doesn't have the consistancy you need for dipping chocolate as it's too runny. You need something a bit thicker to stick to the treats that you want to dip.

Here's my favorite homemade recipe for fondue/dipping chocolate.

You need 1 pound of good chocolate--milk, semi-sweet, dark. Do not use baker's chocolate--Scharffen Berger is the best but it a bit pricey. Ghiardelli makes great chocolate too. Personally, a nice flavor balance is semi-sweet and dark chocolate. So, of you want that combination, get 1/2 lb. of each flavor.
1/2 cup heavy cream
2 tablespoons favorite liqueur-Amaretto, Irish Cream, Kahlua
(the alcohol is optional. if you don't use it, substitute vanilla extract)
Put all ingredients into a bowl and sit it on top of a double boiler. A double boiler, basically is a pot with simmering water on the heating element with the bowl of ingredients resting on top. I just use a pot to cook soup in and place a metal bowl on top of the simmering water. Be careful and use a potholder to hold the bowl. Once you have the bowl heated, you will see the chocolate start to melt. Take a whisk and whisk the ingredients together over the simmering water. Once it's melted, take it off the heat and then use a spoon to blend all the flavors together. Pour into a bowl and enjoy. If you have a fondue pot or another pot that can stay heated via a sterno can or tealight candle, that would be ideal.
Enjoy!

Don't use hersey syrup!!! Ok....this might sound very odd...but it's true....cheaper chocolate is better for dipping because it has more wax in it....it ends up thicker and holds shape better after dipping. Get a bag of cheap generic chocolate chips and microwave them...you have to microwave it slowly and gradually or it turns to carbon....then dip away.

I am a former chef and used a blend of dark chocolate 60-70% cocoa mass and a coating chocolate, available at ckae decorating stores or use some good dark and semi sweet chocolate chips and a bit of butter tosloidify the chocolate, but do not refrigerated them right away or they will have white spots, room temp or wait until cool completely the store them in a cool place.

What's really good is when you melt Milk Chocolate Hershey bars in a double boiler with 2 tablespoons of milk, then add about a cup of miniture marshmellows, then add 1/3 of a cup of wipping cream. After heating it for 30 minutes, you get a really awesome chocolate fondu.

You can buy hersheys syrup but it doesnt taste queit as good. The best thing to do is buy semi-sweet chocolate chips and melt them with a little shortening (you can use a double boiler or even do it in the microwave) The shortening makes the chocolate flow better without affecting the taste (as long as you dont use too much) about a teaspoon for two cups

The fastest, cheapest, and best chocolate for dipping is almond bark. It can be found it in grocery stores next to the chocolate chips, and it comes in different flavors. Just melt it in a double boiler. Turns out perfect every time.

No, don't use the syrup. If you want to use Hershey's get some bars and melt them-much better consistency then the syrup and tastes better too. If you really want to go gourmet, get some Belgian chocolate and melt that-yum!
