Since you are using estar and not ser this person is saying that on this particular day or at that particular moment you are precious or more precious than usual.If the person would have said ay que precioso eres that would mean that you are always a precious person.

I'd say, "Hey - how lovely/great you look" or "Wow, you look lovely/great." Why? because of the two verbs 'to be' in Spanish, 'ser' and 'estar', the second has been used which, in this context, suggests that the loveliness is temporary, perhaps because of what the man is wearing.
