The best product to use is a polishing compound. It resembles a wax with grit in it, and you apply it similar to wax. Gently rubbing it in, letting it dry, then buff with a clean cloth. There are orther compounds, with heavier grit, designed to remove, or even work down to the metal on a car's paint job. The polishing compound, when rubbed lightly, will remove most anything too stubborn to come off with just plain water and soap. Plus, it gives the finsih a nice, deep shine afterwards.
Many people routinely use this to renew their auto's finish. It works better than normal wax because it removes residue build-up that occurs on most paint jobs.
This is sold is just about every car care store in the US.
Good luck

If it is a thick glob scrape it CAREFULLY with razor blade to remove the bulk of pitch. Then use GOOF OFF or turpentine and rub with a soft rag to dissolve the pitch. This works even on dried on/hardened pitch. Wash and wax when you complete the removal.

I believe that most car wash soaps have a mild degreaser in them. This should take care of it, if not try a mild degreaser in an inconspicuous part of the car (like in a door jam to see if it is safe for the paint) before trying on the whole car.

Get a can of WD40. It removes tar, etc. and won't harm the paint.
