It simply means "makes". Oil price volatility makes it all the more difficult to interpret.....

'Makes'... 'rapidly changing oil prices are difficult to define as being sensitive to short term influences or long term changes' will do? Bit sloppy. Got hooked on how it cd be tidied up.
