It simply means "makes". Oil price volatility makes it all the more difficult to interpret.....

'Makes'... 'rapidly changing oil prices are difficult to define as being sensitive to short term influences or long term changes' will do? Bit sloppy. Got hooked on how it cd be tidied up.

In this paragraph I believe it means "makes" and someone is just useing big words to make themself look more intelligent or to confuse someone!

Simple. That means butchering cattle or deer. -At least it does in this neck of the woods. I'd go with substituting the word "butcher" in that sentence...!
