I have looked in several websites which contain lists of plants which are poisonous to cats, and none of them said anything about bamboo being poisonous, so I would tend to assume that it is OK to let the cat drink from the vase. Cats are weird like that. I always have fresh water for my cats, and sometimes they will get up on the kitchen counter (when I'm not looking, of course) and drink nasty dish water out of the dirty dishes in the sink :P . I keep my toilet lid down because they'll get into it if I leave it open. They even like to get in the shower after I'm done and lick the little pools of water off the tub, so I can't use that "daily shower clean" spray.
If your cat's water dish goes empty alot, perhaps you should buy an automatic waterer for her instead. They basically resemble the 5 gallon bottled water dispensers for people, only smaller, and with no spigot, of course. It is usually a plastic container about half a gallon in size, which fits over a specially designed dish and allows the water to fill it as it is needed. There are many models to choose from at most pet stores.

I've had a cat who lived till he was 16 who drank water from my aquarium, vases and even water puddles!! I think some cats can smell the chlorine in the tap water and don't like it. Others just simply prefer the more interesting taste of the water from the vase. You'll realise almost all cats do this, some more than others. To be on the safe side, just don't get flowers or plants which are toxic to cats. You wouldn't want to risk it geting sick.. Other than that, your kitty is just doing what comes naturally..

Cats do have a natural preferance for multiple water sources, your best bet would be to offer it other water bowls. Perhaps in the kitchen, some bed rooms, and the bathroom.
The stagnate water could contain harmful bacteria, fungi, or viruses.
Not to mention any byproducts that the plants produce.
Also this could be enforcing a habit that while safe(r) at the moment, at a time in the future could be more problematic.
Again, your best bet is to change/discourage this behavior, and enforce/encourage new & good ones.

I wouldn't let her do it because of the bacteria that can be growing around the plant and stones. Not to mention the fact that it's stagnant water, and the suggestion has always been to provide your cat with fresh clean water every day. So please try to keep her out of it!

it will not hurt her unless it has chemicals in it, or the rocks are processed with varnishes or dyes.
Make sure that her water bowl is always full though. [chances are she will still chose the vase water though...haha]
