I am glad you are being responsible. Don't advertise that he is "Free to a good home" -reason is that often you may get people who use those as 'bait dogs" for fighting or as laboratory animals.
Take applications-go to your local shelter often they will have a pre-adoption application. Based on how the questions are answered you can get a feeling as to what kind of pet owner they are/will be.
Check references-if they were/are a pet owner ask who their vet is-check to see if they take proper care of their pets
If they rent check with their landlord and make sure they can have a dog. Also if they are with a housing association make sure dogs are welcome. Sometimes landlords and housing associations limit the size of the dog-so ask if that's an issue. If they can't then don't let them take the dog-he will end up at the shelter anyway.

Talk to your Dr. About writing a note saying you need your dog for mental or physical or emotional reasons. That would make him a " Theroputic Pet" I live in Washington State too and with that they have to let you have the dog. Because it's Prescribed by a doctor.

Contact an animal rescue... not the humane society. There are tons and tons... all willing to help find loving homes for animals. Try going to

www.petfinder.com

That might be able to help you a little bit! Good luck!
