"shall we" cannot be translated into spanish just by itself.
it needs a verb next to it.

example :
shall we dance ? = bailamos ?
shall we eat ? = comemos ?

shall : is an auxiliary word that has no counterpart in the spanish language.
shall we : is the equivalent of the termination "mos" of the spanish verbs.

Debemos means should we. This is the closest you will come to shall
