I'm assuming that no one the children are around on a regular basis is fluent in French and can teach them. Many of the suggestions already made are good. The key is the guy who said immerse them in French.
Children that age love cartoons. I like a language course made for children by the BBC, "Muzzy in Gandoland". It's a cartoon based language course, and one of the languages it is available in is French. I introduced my daughter to it, and she bought the Spanish version for my grandson. He's picking up Spanish along with our native English.
See if your local library has this course and "try it before you buy it".

So far all the suggestions made are really good. I would suggest going to a store like Chapters, and go to the kids section. They should have books that are very simple in French, as well as cd's with kids songs in French. Learning songs that they might sing in school in the language you want them to learn is a good way to get them to remember it. Other than that, try to make it fun, if it is too much like regular school they will likely lose interest at that age very quickly. And of course, practice, practice practice.....

With regular household items!
1. Label EVERYTHING in your home with the French word for it!
2. Have french breakfasts and dinners (Cook French foods & noone can speak English)!
3. Buy French instruction videos!

i think the best way is to put them in like a french lesson club or something like that.because my friend's daughter wanted to learn how to speak french so her mom(my friend)found her a french club and 2 months later it sounded like she waz acually french!well good luck!i hope everything works out 4 u!bye!=)

start with the basics (although the French basics aren't easy ) then with small games
- draw something and make the others guess
- with a word tell a story.
