There is probably no free service for adults. Children can get free or reduced prices some places. Dental professionals need to get paid.
Search local community colleges and colleges for dental programs. If they have a dental hygiene or dentist program then they may have a public dental clinic. The school clinics are much cheaper than regular dentist offices.

I do not live in Los Angeles, but I know that most Homeless Shelters serve people who don't have insurance or money, even if they are not homeless. Most shelters have a dental clinic every week or so. Check them out and see if no one comes up with a better answer.

You can go to the to Dentistry Department at USC. They offer free service or really cheap ($$) service. The dentist there are students who are iether juniors os seniors and need the actual hands on experience. The only thing is that you need to show up very early if you don't want to wait too long.
