What would cause veins to surface then sink rapidly over the whole body appearing dark blue and realy visable?

No physical signs are associated with this happening besides the rise and fall of veins to the surface of the skin. Looks really weird like something off a sci-fi movie. Veins are a dark blue and can clearly be seen over the whole body. Scary ... would love to get some answers on this
