Some neighborhoods where the housing is crowded and interiors are very small with lots of people living in them....this will lead people to hang outside more often than inside.
soo, I think it's a slang term for someone who 'hangs out' day or night around and about in the neighborhood.

They began as young kids who lived in the 'hood' and just caused lots of trouble. Now they are young kids who dress like bums, loiter around public places and cause trouble for others. Most of these kids are homeless or have parents who just don't care about them. They are trying to 'belong' but what they don't realize is that people just don't want their kind around. They try to mooch off of people on the streets instead of getting a job. They leave their garbage everywhere and are nothing but a public nusiance.

not a very nice term of slang but honestly it is a peron who usualy lives in the wrong part of town. run down houses, drug dealers that type of thing.
