There are some shampoos specifically designed to detangle which can help, though they may require several repeat washes. If, however, the fur is so badly matted that your cat is in pain or her movement is restricted, you'll likely need to have her clipped or shaved. In that case, a trip to the groomer is in order.

Take her to the Groomer (sorry i said vet before, whoops). Do not attempt to cut it out yourself because it can pull and hurt the cat. They can cause hot spots so you really need to take her to a groomer to get the mats out. From now on though, after the groomer fixes her up, make sure you brush her often to prevent more mats.

I would get her shaved right down and then ensure that I continued to keep her brushed as her fur grew out.
Having matted fur can be rather painful for an animal so the sooner you can get her cleaned up, the better.

The easiest thing is to cut the mats out. The cat will thank you.

You can trim off the matted area yourself or if it really bad you could take her to a groomer and they can shave her.
