In regards to your question, it merely sounds like this guy is inexperienced, unaware of proper dating edict [as are many of us] and therefore attempting to be overly cautious, and intimidated by you.
Give him time and help him along by dropping hints about events you might wish to attend with him.

He's probably not confident that you like him, or maybe he thinks that you'll say no etc.
Just simply suggest going to see a movie or doing something casually, show interest that you want to be around him.
