is this place open to public? or do i hv to stay at the hotel in order to go sky bar?

Yes, it's open to public. I have ben there several times. You just have to go to state tower, take an elevater, walk to the bar and enjoy the view!! If you are not sure, you can reserve before (well, I don't think it's necessery)

It's very good bar -1 of the best bar in the world.

Distilled water costs you around Euro.
Cocktail costs you around 6-8Euro.
Meal per head is around 40-45Euro.

Yes, it is open to the public. The State Building is just it's name. Just walk up the steps of the State building, walk back to the arcade towards the security. Take the elevator up to the 65th floor. There is also a bar below called Distil which is nice. Expensive for Thailand. It was like 300 baht for a orange juice, 800 for a glass of wine. It was worse than the US.

You can make reservations on line for Sirocco or Mezzaluna. I would suggest making them early. Prices were a bit high to me. And the food was average to above average. We ate at Mezzaluna.

Once in a lifetime dinner there. Only for special occasions.

I mean what is the point of eating pasta or european or American food in an asian country. I know Japan has some great pasta restaurants. Thailand is a great copier or adaptor. These restaurants are a tourist trap. I was not impressed by them.

One concession: The view is spectacular. Just like in the pictures on the website.

It is open to the public. Well, it was when I last went there in February of last year... Let's see, are you talking about the sky bar on Soi Nana? If so, you will have to pay a cover charge, but otherwise it should be open to the public.

I've nevered stayed at the hotel (LeBua at State Tower), and have been to the bar on two occasions. So the answer to your questions are: yes, it is open to the public, and no, you don't have to stay at the hotel to patronize the bar. You can get more info: www.lebua.com, have fun.
