If the relationship is close enough, yes, they will like you to touch them. The buttocks are not that sensitive, but I think he will really enjoy it if you touch him there. For best results, rub him slowly instead of just touching him (that's generally applicable, by the way). The insides of the thighs are much more sensitive, but you might scare him if you do that before, say, six months of being together. Also, the area between his navel and his belt is excitable also.
