95 toyota 96000 miles was in great shape before. i know the owner it been sitting for 3-4 years no gas stabilizer and i don't believe he had done anything to prep the vehicle for the long storage. stored outside it can be 100+ almost all summer and get below freezing in the winter

Change all fluids:: engine, transmission. drain and flush the cooling system, change the brake fluids, flush the system. Check brake rotors there will be rust on it. Might need to resurface them. Put in new battery, spark plugs. check spark plug wires for cuts. check alternator, check rear differential fluid and its condition. check all cv joints(or maybe later). Check fuel injectors, fuel line. Do all this if you money and lot of time. Otherwise, change engine oil and spark plugs, put in gas and battery and water in radiator and fire the engine. If it fires let it idle for 20 minutes. If all goes well, then go ahead and change all other fluids. Do not hesitate to push start it if needed.

Forget about fuel stabalizer now!!! Too late for that! You will need to drain all the gas out of the vehicle. Fill with fresh fuel. Then check all the hoses and other fluids for cracks and fluid levels. Pull the spark plugs and add about 3 Tablespoons of 10w30 oil into the holes and let it sit for a couple days! While it's sittting there you will need to charge the battery!
Now fire it up and take her for a long drive ( at least 100km ).

1-start by changing,oil +filter and coolant.
2-remove sparkplugs,spray a lubricant in the cylinders.
3-with the distributor unplugged spin engine for a few
seconds.
4-install new plugs at least.go for wires,dist.cap and
rotor.
5-add a fuel additive like hot,104 plus or other,really
to burn or dispence any water in fuel.
6-add 5gal of new fuel if possible.
7-try to check over vehicle,fluids,tranny(change)
rearend,transfer case and front differential if 4wd.
8-go for broke,assuming you got a new battery,fire
hr-up.it may take some cycling of the engine to det
fresh fuel in the cyl.take it easy for the first few
miles let every thing loosen up.you may have seals
to leak from not being run.

Get a bottle of Magic Mystery Oil sold at almost all major auto parts store's then remove one spark plug at a time put three or four good squirts of Magic Mystery Oil in in spark plug hole, make sure battery has a full charge (not jumper cables) and fire it up using a little bit of gas to prime the Carb and if it's fuel injected spray a little shot of Either in to the air breather then start it. Make sure to drain the tanks and gas lines be you try and start it. Good luck.

Change the oil and prime the oil pump. Fresh gas would help and Heet Fuel Treatment: HEET® Gas Line Antifreeze & Water Remover; 12 oz.

add gas stabilizer, check hoses and belts for cracks, etc. You might need to use starter fluid/ether to get it going. Make sure oil level is good, and if you can help it, try to get it to crank a little before you let it run, that'll get the oil pressure to where it needs to be. make sure your air filter isn't clogged. Personally i would probably use WD-40 on all the movable parts i could and anywhere where you need water displacer. good luck

Definitely drain all fluids: gas, oil transmission fluid(if automatic), coolant antifreeze. Replace with new. Check filters gaskets. Grease

I would think changing the oil before starting it would be good.
