It is 17 to drive a car on a provisional licence until you pass your test.
At 16 you can ride a moped no greater than 50cc.
If you are registered disabled you can learn to drive at 16years.
However with a lot of young drivers, when they pass their test then tend not to be in total control of the car when driving fast due to lack of experience and there have been a lot of road traffic accidents causing death involving young drivers or those that have recently passed their test so laws may be changing.
